Every two years, the Texas Legislature places amendments to the Texas Constitution on the ballot. They often are an odd collection of propositions that most voters are barely aware of and barely understand. Most of the time, almost all the propositions are approved by voters--perhaps in good part because they don't understand them. Yet, if voters approve, some of the propositions can be very consequential.
